Re: Mobile Communication Service Costs

Cellular telephones are available for faculty and staff conducting University of Rochester business. Cellular service and equipment is requested through University IT with approval of the appropriate Administrator, Supervisor, Business Manager, or other authorized department representative. The use of mobile telephone service continues to increase and with that, costs also continue to increase. In light of that we have several suggestions on how departments can control specific costs associated with mobile telephone service.

Usage:

Use of mobile communication devices is not meant to replace regular telephone service. Mobile communication devices should be used when it is essential and the University-provided telephone is not available.

Equipment costs:

Mobile devices range in size, functionality and cost. Each of the service plans offered by our cellular providers, Verizon Wireless and AT&T Mobility, have 3 or 4 mobile devices that are included with the service plan at no cost (no separate charge for the equipment). At the other end of the spectrum are mobile devices that are multi-functional and can be used to make telephone calls, check email, and access the Internet. These models can cost $500 or more. Department authorization should include an evaluation of the business need and nature of the work to determine the type of equipment purchased.

Text and picture messaging:

Text messaging has quickly become an accepted and immediate means of communication; more and more users are also able to send pictures from camera-capable mobile devices. Departments authorizing the use of text and picture messaging should consider service plans that include messaging to control and manage costs. Text or picture messages sent with no messaging subscription can range from $.15-$.25/message – text message subscriptions start as low as $5.00 for 200 messages.

Directory assistance:

Directory assistance calls ARE NOT included in the minute pool and are charged at premium rates as high as $1.79 per call therefore we discourage you from using this service. Directory assistance can be obtained on the internet from devices with an unlimited data plan at no charge (www.frontierpages.com).

Audit and control:

Departments that have mobile telephone users are encouraged to audit their telephone statements regularly. We have designers and analysts that can assist you with these audits and suggest other ways to control costs.
