Office of Research and Project AdministrationAs you know, NIH has issued interim guidance on the annual salary cap level which is tied to Executive Level I of the Federal Executive Pay scale. As of January 1, 2007, that level is $186,600. NIH is still under a Continuing Resolution and does not have an approved budget for Fiscal Year 2007, so use of the $186,600 cap is at the University of Rochester's own risk. With that risk in mind, UR has decided that the cap should be used in NIH and AHRP proposals but cannot be used for personnel action forms through HRMS. However, for department information and tracking purposes, ORPA will list the new salary cap on the internal Notice of Awards (NOA's) for new and continuing awards with budget periods starting January 1, 2007 or later. Once DHHS/NIH finally receives their budget appropriation for 2007, NIH will send formal guidance to grantees and ORPA will send out guidance specific to the UR regarding the salary cap and its implementation.
