NIH has issued a revision to the Pilot Policy for NRSA Funding.  The chief revisions:

1.  Clarify that new policy applies to all grant mechanisms using NRSA funding authorities

2.  Correct stipend levels shown for postdocs and fellows in the tables

3.  Clarify F&A applicability under the new policy

4.  Include minor clairification in language

According to NIH, "There are no substantive changes to the policy itself."

One significant clarification point not specifically mentioned by NIH is that you "should continue to request full needs as indicated in the Kirschstein-NRSA instructions.  The appropriate formula will be applied by the NIH awarding component at the time of the award calculation."

Also, "The new policy is a pilot that will be evaluated after data have been collected for two full years."
