A point of clarification, question 20 on the first page of the revised
University sign-off (1/4/06) should be answered "yes" in most cases, even if
you have answered "no" to questions 18 and 19.

Answering question 20 "yes" means that the results of the proposed research:

1. Will be derived from basic or applied scientific research conducted at
the University of Rochester and/or other accredited universities located in
the U.S.
2. Will not be subject to any publication restriction (except for a
temporary restriction only to ensure there is no inadvertent disclosure of
proprietary information and to ensure that any patent rights are protected)
3. Will be published and broadly shared in the scientific community
4. Will not be subject to an access restriction for students or scholars
based on nationality

By answering "no" to question 20, the implication is that the proposed
research may at some time be subject to U.S. Export Controls and
restrictions.

Please note that the University Proposal Sign-Off Form has been revised.

The changes to the form are the following:

1) The questions with respect to research using human subjects or animals no
longer references the just in time process as this process is predominantly
used by our sponsors;
2) A question on human embryonic stem cell (HESC) research has been added;
use of HESC will be tracked in COEUS and reported to the SMD Dean's office
on a periodic basis;
3) The question on procurement integrity has been removed; this is only
relevant to federal contracts and will be certified via the RFP and/or
award;
4) The question related to CLASP certification has been revised and it is
suggested that the individual that has been identified initial or sign the
Sign-Off Form where indicated;
5) A question on international partnerships has been added;
6) A question on transfer of technology and/or materials overseas has been
added;
7) The question related to export controls has been revised and a hot link
to additional guidance on export regulations has been incorporated in order
to assist UR faculty.

The revised Sign-Off form is attached and can be accessed at
http://www.rochester.edu/ORPA/Forms/signoff.pdf. Please begin to use this
form immediately. We continue to advise administrators and faculty to
download the form directly from the website in order to ensure utilization
of the most recent form.

I would also like to take the opportunity to remind departments that the
University Sign-Off Form and process must be utilized even for proposals
that are being facilitated by the Development Offices prior to submission,
if resulting awards will be administered in restricted (subledger 5)
accounts.
