Once again, the New York State Department of Health is accepting applications for the Empire Clinical Research Investigator Program (ECRIP). ECRIP supports investigator salaries up to $75,000 per year for a two-year period. Awards made during this cycle must begin during 2010. A supported investigator is required to spend at least 35 hours per week in the research position, and must be a physician, dentist or podiatrist who is enrolled in or has completed a residency in any specialty.

The institution is limited to a total of five ECRIP applications in this application cycle. Because interest in the program may exceed the available slots, the institution has adopted a two-part application process. The first step is for interested parties to submit a brief one-page abstract describing the proposed research project. The project mentor must be identified, as well as the proposed investigator if known. Abstracts will be reviewed through a process led by the Senior Associate Dean for Clinical Research, Thomas A. Pearson MD MPH PhD, and five applicants will be invited to submit full applications. The timeline for the application process is as follows:

  1. April 6, 2009 – Abstracts are due in electronic form to Reenie Marcello (reenie_marcello@urmc.rochester.edu)
  2. April 7, 2009 – A maximum of five applicants will be invited to submit full applications.
  3. April 22, 2009 – Full applications are due. An ORPA sign-off form, and a UR cost sharing form (ORPA form 150) detailing matching support must also be provided.

Supported projects must be in clinical research, as defined by the NIH Director’s Panel on Clinical Research as: (a) patient-oriented research; (b) epidemiologic and behavioral studies; or (c) outcomes research and health services research.

To be eligible, an investigator is also required to be: (a) a U.S. citizen; national; or permanent resident of the United States; and (b) a graduate of a medical (allopathic or osteopathic), dental or podiatric school located in NYS; a resident or graduate of a residency training program sponsored by an institution located in NYS; or a current resident of NYS.

Each investigator must be sponsored by a faculty mentor. Investigators are not identified at the time of application; i.e., the mentor submits the application and may recruit an appropriate investigator after the position is awarded. The investigator position must be new; i.e., the intent of the program is to create new clinical research positions.

The ECRIP program requires that the institution match the salary support provided by ECRIP through support for training costs, research expenses, overheads and other related costs. Support may be provided through departmental funds, in-kind contributions or from other sources (such as other grants).  Examples of cost items that are appropriate to count as matching contributions include F&A at the full federal rate, trainee salary and benefits in excess of the ECRIP award, the mentor’s salary and benefits, and other research expenses. Please note: no institutional funds are available for this purpose. The department sponsoring the ECRIP trainee must supply matching funds.

Complete details regarding the program are included in the attached document.
