Dear Colleagues:

This email is to solicit ideas and suggestions for potential applications for the NIH Infrastructure RFAs that are part of the overall NIH response to the American Recovery and Reinvestment Act (ARRA). In particular, we are looking for suggestions in response to the following two RFAs, which are both limited submission opportunities:

           Core Facility Renovation, Repair and Improvement (G20), RFA-RR-09-007. 

      This funding opportunity is designed to upgrade extramural core facilities to support biomedical and/or behavioral research. A core facility is defined as a centralized shared resource that provides access to instruments or technologies or services, as well as expert consultation to investigators supported by the core. The ARRA has made $1.0B available for grants to construct, renovate, or repair existing non-Federal research facilities.  Recovery Act funds will be allocated to awards under this FOA and RFA-RR-09-008. Budgets for direct costs between $1M and $10M may be requested. The PI must be a highly placed institutional individual who has responsibility for allocation of space for biomedical and behavioral research and research training, e.g. Dean, Provost, Center or Institute Director, etc. 

Limit: Each institution can submit no more than two applications

            Recovery Act Limited Competition: Extramural Research Facilities Improvement Program (C06), RFA-RR-09-008. 

      This funding opportunity is designed to make major alterations and renovations to existing facilities, add to existing facilities, complete uninhabitable shell space in existing facilities, or construct new facilities. Applications are encouraged to improve biomedical research and/or animal facilities, to support pHS-supported research  Examples cited in the RFA include BSL-2 or BSL-3 facilities, GLP or GMP facilities, broad animal facility improvements, exposure chambers, bio specimen repositories, and simulation facilities.  Review criteria will include overall impact on institutional research capacity as well as energy efficiency. Key stipulations are as above (in terms of funding, PI). 

Limit: Each institution can submit no more than three applications, but each institution is not limited to one submission per application date. 

Key Dates: No LOI required.  Application Due Date(s):  May 6, 2009 (projects between $2M and $5M); June 17, 2009 (projects between $10M and $15M), July 17, 2009 (projects between $5M and $10M) (peer review dates are in June & October, with funding to start in Dec 2009 and April 2010)

If you have ideas/suggestions for these RFAs, please prepare a summary of your proposal (limited to one page), along with an estimated budget (can be approximate +/- $0.5M) and the RFA to which it would pertain. Ideas/suggestions should be emailed to Dean Paul Slattery (for College faculty) or to Senior Associate Deans Steve Dewhurst and Tom Pearson (for SMD faculty) no later than March 25.  The SMD and College will then nominate their top proposals for consideration by a committee appointed by myself, which will make the final selection of proposals for submission to NIH, by April 2^nd.

Please note that the goal of this process is to maximize the potential for success of our applications to these RFAs and to ensure that we avoid opportunity costs associated with preparation of multiple competing applications for these limited submission grant opportunities. Proposals will be prioritized on the basis of their potential for successful NIH funding, their strategic and scientific value, urgency and potential to relieve internal budgets.
