JD, George Washington University, 1986; BA, Middlebury College, 1981. Environmental law and policy; administrative law and policy; agricultural conservation program law and policy. Current research includes review of 50 state agricultural nonpoint source programs with Professor Robin Craig, S.J. Quinney College of Law, University of Utah as well as analysis of the USDA's Conservation Reserve Program. Consulting attorney for Environmental Defense Fund's Land Water and Wildlife Program (1997-present). Also served as appellate attorney for U.S. Department of Justice.
