Deputy Chief Information Officer

Julie Buehler is the Deputy CIO for the University of Rochester. Buehler has responsibility for assisting the CIO with University-wide information technology services, leadership, planning, and resourcing. She collaborates with other information technology leaders and the University community to develop strategic plans, enhances operations, promote efficiencies, and institute policies and procedures to enhance the University's overall effectiveness. Buehler is responsible for the day-to-day oversight of University IT finance, human resources, organizational and project communications operations, as well as the University's computer store.

Buehler joined the University of Rochester in 1989, and has served in multiple roles of increasing responsibility in University Audit, Finance, and Administrative Computing since then. Her major accomplishments include consolidation of University IT-wide financial reporting and budgeting efforts and planning for long term IT funding strategies.

Buehler is a NYS Certified Public Accountant. She earned an M.B.A., with a concentration in Accounting and Information Systems, from the William E. Simon Graduate School of Business in 1997. She earned a B.S. in Accounting from the State University of New York at Geneseo. Buehler participates in several information technology and leadership organizations including: Educause, NACUBO, and American Women in Computing. She presents nationally on technology and business- related topics.

Eric E. Fredericksen

Eric E. Fredericksen joined the University of Rochester in 2005. Eric serves as the Associate Vice Provost of Academic & Research whose overall mission is to provide leadership and services to support the academic mission of the University.

Prior to joining the University IT team, Eric served as the Director of Academic Technology & Media Services at Cornell University. As a senior manager in Cornell Information Technologies, he helped craft Cornell's presence and direction in the use of contemporary technologies to support research, outreach, and teaching & learning both in and out of the classroom. His responsibilities included the Academic Technologies, Classroom Technologies, the Web Production Group and the Educational Television Center.

Prior to Cornell, Eric was the Assistant Provost for Advanced Learning Technology in the Office of the Provost in the State University of New York System Administration where he provided leadership and direction for all of SUNY's system-wide programs focused on the innovative use of technology to support teaching and learning. This included the nationally recognized SUNY Learning Network - winner of the Educause Award for Systemic Progress in Teaching and Learning and Sloan Awards for Excellence in Faculty Development and Excellence in Institution-wide Online programming. It also included the SUNY Teaching Learning & Technology program and Project MERLOT which were designed to complement the classroom with technology-supported instruction.

Eric was also the Co-Principal Investigator and Administrative Officer for three multi-year, multi-million dollar grants on Asynchronous Learning Networks (ALN) from the Alfred P. Sloan Foundation. He was responsible for the fiscal management, strategic planning, policy development, faculty development, marketing & promotion, technical support center for faculty and students, and operations and technology infrastructure. He managed a distributed statewide staff of IT, administrative & faculty support professionals. Under his leadership the program grew from 2 campuses offering 8 courses to 119 enrollments to 53 campuses offering 2500 courses to more than 40,000 enrollments in just seven years.

Eric is active in national efforts, representing the University of Rochester in national organizations including Educause, the National Learning Infrastructure Initiative and the Sloan Consortium. He is also the Chair of the Sloan Foundation Awards Program for Excellence in Online Teaching and Learning.

Eric received his bachelor's degree in Mathematics from Hobart College, his M.B.A. from the William E. Simon Graduate School of Business Administration and his M.S. in Curriculum Development & Instructional Technology at the Graduate School of Education at the University at Albany. He earned his Ed.D. from the Warner Graduate School of Education and Human Development at the University of Rochester. Eric also teaches in the Department of Educational Leadership in the Warner School.

Kate is currently serving in the capacity of Director of the Networking and Communications division of University Information Technology. Networking and Communications provides a broad range of integrated network and communications services. Networking & Communications exists to support the infrastructure and services required to advance the University's primary mission of teaching and learning, research, patient care, performance, and community service.

Kate brings a strong customer service focus to the University IT team; she has extensive training and development experience in Leadership Through Quality programs. As a member of the leadership team in Networking & Communications, she was project lead and financial analyst in developing sustainable cost recovery models for funding information technology infrastructure. Kate plays a leadership role in translation of customer requirements into technical requisites and has led various technical implementation projects for the University.

In her tenure as business manager & Assistant Director for Networking and Communications, previously titled the University Telecommunications Division, Kate has demonstrated experience in the business and service aspects of communications systems and services. During the multi-year Telephone Modernization project at the University, she was project lead for the University's customer interface/database collection team. She was also responsible for successful completion of the telemanagement implementation as well as lead for finances and contract management.

Kate worked previously in the College Deans' Office as an information analyst, with key responsibilities for space planning, classroom technologies support, and network administration. She was project manager for network implementations for those college departments that required outside expertise. She created and implemented systems to efficiently analyze enrollments & revenues and she managed the capital projects compilations for the School of Engineering and Arts & Sciences departments.

Kate is currently serving as an executive board member on the NEC Users Group. The NEC Users Group is a national organization dedicated to helping NEC Telephone System Owners & Users enhance their professional skills and technical expertise. The Group promotes and maintains excellence in the telecommunications industry through education, product awareness, and issues resolution. She currently holds the office of 2nd Vice President and was responsible for the 2005 national conference program.

Kate's holds an undergraduate degree from SUNY Morrisville in Computer Science. She earned membership to Alpha Sigma Lambda at St John Fisher College in Interdisciplinary Studies.

Kate enjoys outdoor activities of all types; she enjoys game hunting and maintains extensive perennial gardens. She also enjoys antique hunting and is accomplished in furniture restoration and refinishing, along with a variety of cottage-industry crafts.

Eileen Wirley joined the University of Rochester as Associate Chief Information Officer in August 2008.  Her initial focus is University Cyberinfrastructure, including the construction of and migration to the new state of the art primary data center environment to expand educational, healthcare, and research capabilities.

Prior to joining UR, Eileen was Chief Information Officer (CIO) for Carestream Health, Inc., the $2.5B manufacturing company that resulted from the sale of Eastman Kodak Company's Health Group to Onex.  Highlights included rapidly carving out and establishing a global IT organization, environment & operations.  Her enterprise-wide responsibilities spanned architecture, strategy and operations across applications and infrastructure. 

While at Kodak, Eileen held several IT Director roles, including divisional CIO and Global Operations positions.  As Global IT Director for Application Operations, she managed a worldwide internal staff of over twelve hundred systems analysts who provided design, development, project delivery and support for a portfolio exceeding two thousand applications. She successfully implemented global sourcing agreements with offshore partners, moving production support and application development to a global delivery model. 

Eileen earned an MBA degree from the University of Rochester Simon School, and a BA degree from the University of Notre Dame (magna cum laude/Phi Beta Kappa).  She chairs the Board of Directors at Career Development Services, is a member of the eBusiness Association Board of Directors, and is an MIS Advisory Board member for the Saunders College of Business at Rochester Institute of Technology.

Eileen was nominated for the Association for Women in Computing 2008 IT Woman of the Year, and was a Finalist for the Women’s Forum 2006 Jane Lanphear Legacy Award.  She is a wife and mother of two.  She and her family reside in Penfield, New York.

Julie Myers is the Chief Information Security Officer for the University of Rochester. In her current position, she reports to the CIO.  Julie’s responsibilities include working collaboratively with the University community to grow the University-wide security program including security awareness campaigns and the continued development of the security architecture guidelines.  Her role also includes the tasks of assessing and reducing overall security risk and assuring compliance with government, University, and other regulatory policies and laws related to information security and privacy.  

Julie joined the University of Rochester in 2006, bringing with her 22 years of experience in information technology in a wide variety of roles.  Julie’s most recent position prior to joining the University was as the Global IT Director for Architecture, Security and Planning for Eastman Kodak Company.   In this position, Julie was responsible for a global information security team assisting with Sarbanes-Oxley, PCI, HIPAA, security policy and compliance, risk management and mitigation and information security awareness.  Also included in her responsibilities was management of the global solutions architecture team, process re-engineering team, and IT governance and planning teams. 

Julie has a solid background in project management, strategic planning, IT governance, and IT management processes.  She has led IT lead teams responsible for supply chain, purchasing, security, architecture, advancement, finance, and a variety of other areas.  Julie’s most recent accomplishment at the University of Rochester was in the successful implementation of the Advancement System Replacement project (OASIS), helping to position the Advancement organization for the future.

Julie earned a B.S. in Business Administration, Management Information Systems from the State University of New York at Albany. Julie is a member of various local and national IT centric committees and user-groups.

John Barden Image

John P. Barden is the Associate Chief Information Officer of Applications & Architecture for the University of Rochester. In his current position he reports to the CIO and oversees administrative systems and related services which are used throughout the University. John joined the University of Rochester in 2004, bringing with him 10 years of experience at tier-one consulting firms. He was most recently employed by BearingPoint, where he was a leader in the Enterprise Solutions practice, serving clients in a variety of industries including healthcare and higher education.

John's background is in leading large-scale process improvement and system implementation efforts, as well as in supporting information technology organizational transitions. He has led initiatives in finance, supply chain, customer relationship management, and human resources processes. In supporting these initiatives, John has implemented and supported a wide variety of different technologies. John's focus is on delivering value to students, faculty, and administration through architected process design and the effective use of technology.

John earned a B.A. in Economics and Management from Albion College. When not hard at work for the University, John can typically be found sailing, skiing, or renovating his 170 year-old home!
