Mark T. Fischer, a law enforcement professional with 28 years of New York State Police experience, has been selected deputy director of operations for Security Services at the University of Rochester. He will start in the new position on Nov. 1.
"Mark Fischer joins us as our security leadership team moves forward with a sworn officer program and initiatives to provide increased in-service training, enhanced technology, and communications to meet the needs of the expanding University," said Ronald Paprocki, senior vice president for administration and finance.
Since 1983, Fischer has held a number of posts with the State Police—from trooper and investigator to leadership roles in the Bureau of Criminal Investigations and Internal Affairs. As commander of Troop E, located in Canandaigua, he was responsible for operations in the 10-county region of the Finger Lakes and directly managed 400 sworn and non-sworn officers from 2001 to 2004.
During his State Police career, Fischer also has supported a variety of community outreach efforts in partnership with other police agencies and police chiefs, county sheriffs, community leaders, and elected officials.
"Mark Fischer brings a proven record of achieving top-quality results through communications and collaboration," said Walter Mauldin, director of University Security Services. "In addition, his mature judgment will be invaluable in moving an accomplished campus security program to one of the best practices programs in the nation."
Fischer received a bachelor of science degree in criminal justice from Elmira College and started with the State Police after graduation. He has been involved in such professional activities as participating as a member of the New York State Committee on Counter Terrorism (2001-2004), serving as Region 12 Counter Terrorism Zone Chairman (2002), and joining the NYS Police Sergeants Promotional Board and NYS Police Career Board.
In his decades with the State Police, Fischer has been recognized with five State Police Superintendent's Commendations and numerous Troop Commander awards.
