What is a Pay on Foot Machine?

Pay on Foot will be the University of Rochester ’s newest automated parking management system. Pay on Foot stations will be conveniently located and easy to use! They are equipped with screens and audio instructions to help guide you through the parking payment process. The machines accept cash, debit cards and major credit cards.

Where are the Pay on Foot Machines located?

The University of Rochester will have a total of 5 Pay on Foot Machines strategically placed throughout the Medical Center and River Campus for your convenience.

Location of Future Pay on Foot Machines:

  • Lobby – Three at Main Entrance of Hospital (Adjacent to Silver Elevators)
  • Strong Memorial Hospital – one on Ground floor (Across from Silver Elevators)
  • Eastman Dental Center - One on 1st floor (Adjacent to Room 103)

How Do I Use the Pay on Foot?

  1. When entering the parking garage or parking lot take a ticket from the entry terminal and keep it with you.
  2. Pay “on foot” when you come back to the garage or parking lot and before returning to your vehicle
  3. Take your ticket to one of the Pay on Foot stations and insert your entry ticket into the indicated slot. The machine will indicate the cost of parking for the time you have used.
  4. Following the on-screen and audio instructions, insert cash or a credit card to pay the indicated amount.
  5. Take your exit ticket from the Pay on Foot Machine
  6. Drive to the exit and insert your exit ticket into the terminal and the gate will open.

Who Do I Contact if I have a Problem Using the Pay on Foot?

If you experience problems using the Pay on Foot, press the HELP button that is conveniently located near the machine. This button will dial the Parking Office and a Parking Receptionist will be happy to assist you. This assistance is available 24 hours a day, 7 days a week.

What is a Variable Message Sign and Where Will They Be Located?

To further assist you, the University of Rochester and Strong Memorial Hospital will install electronic variable message signs that will be located outside parking lots and leading into the parking garage. These signs will provide you with current parking information, such as alerting you when a lot is full, and where to go for alternate parking options.

Will the Cost of Visitor Parking Increase because of the New Parking Management System?

No, the cost of visitor parking will not increase due to the installation of the new parking technology. The current rates will stay in effect:

>What is an AVI Tag and What Do the Initials Stand For?

AVI stands for Automatic Vehicle Identification. It is a tag that will be placed on your vehicle windshield to identify you as a registered parker.

Why Do We Need an AVI Tag?

AVI tags are essential to the new Parking Management System, since University Parking needs to be able to identify the vehicle passing through the garage facility and/or surface lot. Access to the controlled areas for faculty and staff is obtained through pre-programmed devices, commonly called tags, that are placed on vehicle windshields. These devices, about the size of a thick credit card, make access control efficient because communication between the tags and the gates at the garage or lot is automatic.

What Are the Benefits of AVI?

AVI will operate successfully in all University gated parking lots as well as the garage facility. It provides several benefits:

  • It controls access to an area, allowing only legal parking in the area;
  • The devices can be disabled easily if stolen, unlike permits;
  • Tags can be programmed for any time period of use and do not require batteries. Tag holders can continue to use the devices as long as they are affiliated with the University, and the tags can be turned off when no longer in use. The system ultimately may allow for multi-year permits and eliminate the costly annual renewal process;
  • AVI will count the vehicles entering the parking garage and/or parking lot and inform parkers when their lot or the garage is full, eliminating the frustrating process of searching for a parking space in a full structure or lot.

This information covers only selected topics of the parking program. For more detailed information on any topic, or to register for a permit, please contact University Parking Services at 275-4524 (Medical Center), 273-4226 (Garage) or 275-3983 (River Campus and associated properties office). Office hours are 7:45 a.m. to 4:30 p.m., however, field operations staff are available 24 hours per day, seven days a week. The University encourages the use of carpools and the occasional parker program. To learn how you can reduce your cost for parking, call any of the Parking Offices for details.

What Do I Do When My Parking Lot Is Full (Overflow Procedure)?

Employees must park in their assigned lot from 8am to 5pm Monday through Friday. If the Medical Center lot to which you are assigned is full, the overflow area for all Medical Center parking lots is as follows:

Close in Parking (Lots 3, 4, 5, 6, 7, EDC, MRB and HWH)
If these lots are full (upon confirmation by parking personnel) permit holders should park in the ramp garage.

Remote Parking Lots (1, 2, A, IOLA)
If these lots are full (upon confirmation by parking personnel) permit holders should park as follows:

Signs are posted for lock-box and non-lockbox parkers in Lot 1 and Lot1 Evening.

For River Campus lots, it is recommended that you stop at the information booth on Wilson Blvd. A parking representative will assist you in locating an alternative parking spot.

With My Regular University Parking Permit, When May I Use The Garage?

The following are authorized situations for employees to park in the ramp garage. In all situations there must be a valid paid MC parking permit displayed on the vehicle.

  1. Vehicles with garage permits
  2. Vehicles with CBP permits (Community Based Physician)
  3. Vehicles with Trustee, Board or Red University Admin permits
  4. Vehicles that are on the Long Term, Short Term or 12 Hour Shift List and are authorized for the ramp garage on the enforcement list
  5. Evening staff arriving after 2:15 p.m. may park on Levels 4, 5 and 6 and CANNOT swipe out before 7:00 p.m.
  6. After Hours permit holders between 5:00 p.m. and 10:00 a.m. weekdays and all day on weekends and University holidays
  7. On call/overtime during off-peak hours (5:00 p.m. to 8:00 p.m.)
    1. If unable to move vehicle to the assigned lot before 8:00 a.m. call to be placed on the enforcement list.
    2. If call is not made to go on the enforcement list before 8:00 a.m., the individual will be ticketed and will be charged the visitor rates from 10:00 a.m. until the time they exit
  8. Employees that are at the hospital or Medical Center as a patient or visitor:
    1. Must call the parking office to be placed on the enforcement list to avoid a ticket
    2. Required to pay visitor parking fees (take ticket on entry into garage)
    3. May purchase parking pass or validation stickers for these situations (cannot be used to park in garage if working)
    4. Cannot park in ramp garage to attend meetings or training sessions
    5. Must have a valid parking permit
  9. Employees with a valid parking permit and a business permit (up to 3 hours)
  10. Any employee on weekends and University holidays at no charge

What If I Change Vehicles?

The registration for the new vehicle and evidence that the original permit has been removed are required to obtain a replacement permit.

What Do I Do If My Car Breaks Down?

If your vehicle breaks down, it must be reported to Parking Services. The vehicle must be in a regular parking space or towed immediately. After hours call Security at x5-3333 or leave your car information, location, name and a phone number at which you can be reached on phone mail. Leaving a note on the vehicle is not sufficient. The inoperable vehicle must be removed from the University property within 24 hours.

What About Snow Plowing?

When there is more than a three-inch (3") accumulation of snow, vehicles in unplowed areas are expected to be moved to plowed areas where their permit is valid to help with snow removal and assure maximum space availability.

What About Handicapped Parking?

The University does not issue handicap permits. They are issued by municipalities and state governments. Handicap permits must be accompanied by a valid University parking permit. Contact University Parking Services for more details.

What About Motorcycles?

There are specially designated motorcycle parking areas in parking lots. Motorcycles and other two-or-three-wheeled vehicles must be registered and a permit must be obtained to park on the premises.

How Do I Appeal A Parking Ticket?

An appeal must be filed in writing within 10 business days of the issuance of the ticket. Late appeals will not be considered unless extenuating circumstances are documented in the appeal. Written or verbal notification that an appeal has been denied will be sent from University Parking.

How Do I Pay Fines?

Fines may be paid at any University Parking Office with cash, Visa, Mastercard, Discover, or by check made payable to the University of Rochester.

What Happens If I Don't Pay?

If three (3) parking tickets are not paid or otherwise resolved by appeal, the license plate is placed on a "Boot (Wheel-lock) List." This list is used to identify vehicles to be immobilized or towed upon the issuance of the next violation.

What About Booting and Towing?

Vehicle immobilization (booting) is an alternative to towing. A locking device is placed on the wheel of the vehicle preventing the vehicle from being moved. This procedure is used as an last resort and could result in revocation of parking privileges after consistent violation and failure to comply with parking regulations.

What If I Need Emergency Assistance?

Emergency "blue light" telephones are located in or near the Whipple Circle (University Health Services Entrance), Helen Wood Hall (one each at the front and rear of the building), the Ramp Garage (each level has five blue light telephones) and all staff/student parking areas. They provide a direct connection to the University Security Dispatcher. Removal of the phone from the cradle will notify the UR Security officer to that location (see staff/student directory for placement of phones).

Parking Services Representatives will do jump starts and tire inflations, and provide lock de-icer upon request.
