Paying for Services, Paying, Cost of Insurance

Paying for Services: Health Fees for Full-Time Students

All full-time students participate in the Student Health Program, which includes the mandatory health fee and health insurance. The mandatory health fee, which is paid by all full-time students, covers office visits at the University Health Service (UHS) and the University Counseling Center (UCC). There is no co-pay for visits at UHS or UCC.

In addition to the mandatory health fee, all full-time students must have health insurance. Students can enroll in the Blue Cross Blue Shield (BCBS) insurance for individual students or the University High Deductible Plan for students with children (both of which are offered through UHS), or they can remain on their own (or their parent's or spouse's) insurance.

Coverage is from September 1 through August 31, as long as the student remains a full-time student. The fees for the mandatory health fee and health insurance are billed by semester/quarter to the student’s tuition bill. The fees are pro-rated for students who enroll in the insurance for part of the year. Part-time students are not eligible to participate in the Student Health Program; however, they are welcome to come to the University Health Service on a fee-for-service basis. * The fee for the University High Deductible Insurance Plan for students with children is $990.79/month. Students also pay the mandatory health fee.

Mandatory Health Fee - $600 for 2008-09

The mandatory health fee assures the availability of accessible, high quality health care services on campus for all full-time University of Rochester students. This fee is not the same as health insurance. It covers services not generally covered by health insurance. The mandatory health fee is charged to the student's tuition bill. All full-time students must pay the mandatory health fee. The fee is $600/year (or $50/month) for the 2008-09 year. Coverage is from September 1 through August 31.

The mandatory health fee covers the following services:
  • Primary care visits with UHS physicians, nurse practitioner, and registered nurses. (See Services for Students for information about the range of services.)

  • Time-limited therapy at University Counseling Center on an individual, couples, or group basis.

  • Physician and mental health professional on call 24 hours/day, 7 days/week

  • Health education and health promotion services

  • Public health and disease prevention programs
The mandatory health fee does not cover health care visits to locations outside the University Health Service and the University Counseling Center. It also does not cover the cost of medications or laboratory tests.

Health Insurance - $1,128 for BCBS for 2008-09

Students must also have health insurance for services not covered by the mandatory health fee (e.g., hospitalization, surgical procedures, and diagnostic laboratory tests and x-rays). The University Health Service offers two insurance options: (1) Blue Cross Blue Shield (BCBS) for individual students. Spouses can also enroll in this plan. (2) University High Deductible Plan for students with dependent children. Students with their own health insurance coverage can waive the insurance fee by providing information about their insurance plan using the online Health Insurance Selection Process. (See below.) All full-time students must complete the Health Insurance Selection Process each year regardless of their insurance coverage.

Health Insurance Selection Process

Each year, all full-time students must complete the online Health Insurance Selection Process through the UHS web site using their UR Net ID to access the system. The link is in the pink box in the left hand column of the UHS web site. Completing the selection process on-line before June 30 will assure that coverage and tuition bill are current. Students who want to change their health insurance during the year must submit their information on-line through the Health Insurance Selection Process to be effective the first of the following month. The fees will be pro-rated (i.e., $90 per month) for students who enroll for a portion of the year.
