There will be a new tuition utility that will facilitate the development of tuition revenue and aid.<\/span><span style=\"color: #000000; font-family: Calibri; font-size: medium;\">\u00a0 <\/span><span style=\"color: #000000; font-family: Calibri; font-size: medium;\">And a new Provider model will be introduces to allow planning for providers in total rather than in individual FAO budgets.
