Nikita Maslennikov, professor at the Higher School of Economics in St. Petersburg, Russia and a leading urban planner, will discuss "The Climate for Change in Russia: A View from St. Petersburg" at 7:30 p.m. Tuesday, Sept. 13, in 201 Lattimore Hall on the University of Rochester's River Campus.

An economist, architect, and a Fulbright scholar, Maslennikov has worked on urban planning and investment planning for both the Russian government and international firms. He also served as head of the Department of Investment Projects for the City Administration of St. Petersburg.

The Higher School of Economics was established in 1992 to assist economic reforms in Russia by educating professionals in modern economics and other social sciences.
