Tanya Bagashka, a political science doctoral candidate at the University of Rochester, will explore the results of legislative coalitions in her seminar "Invisible Politics: Legislative Alignments in the 1996-1999 Russian Duma (Parliament)." Bagashka argues that the analysis of legislative voting on the basis of formal legislative parties is inadequate for countries with young party systems. In accounting for the possibility that institutional incentives might dominate party influence, Bagashka notes that the legislative coalitions in the 1996-1999 Duma cut across party lines, party preferences, and electoral incentives.
