{"id":450682,"date":"2020-09-11T12:55:45","date_gmt":"2020-09-11T16:55:45","guid":{"rendered":"http:\/\/www.rochester.edu\/newscenter\/?p=450682"},"modified":"2020-09-14T15:55:50","modified_gmt":"2020-09-14T19:55:50","slug":"democratic-indicators-plummet-amid-racial-justice-protests-and-pandemic-450682","status":"publish","type":"post","link":"https:\/\/www.rochester.edu\/newscenter\/democratic-indicators-plummet-amid-racial-justice-protests-and-pandemic-450682\/","title":{"rendered":"Watchdog report: US democratic indicators plummet amid racial justice protests and pandemic"},"content":{"rendered":"<p><!-- Begin copy for copy and paste. --><\/p>\n<div style=\"width: 85%; font-size: 125%; font-face: arial; font-weight: bold; line-height: 135%; margin-bottom: 0.5em;\">Latest Bright Line Watch analysis finds erosion \u201cacross the board\u201d on measures of democratic principles and how well the US is abiding by them.<\/div>\n<p><!--stop copying for the subhead. --><\/p>\n<p>The health of democracy in the United States has reached its lowest point since an academic watchdog group of political scientists began tracking its performance in 2017.<\/p>\n<p><!-- begin copying for copy and paste--><\/p>\n<div class=\"side-right\">\n<h2>Latest Bright Line Watch Survey<\/h2>\n<p><a href=\"http:\/\/brightlinewatch.org\/bright-line-watch-august-2020-expert-survey\/\">Read the latest (August 2020) Bright Line Watch expert survey<\/a>.<\/p>\n<h2>More about Bright Line Watch<\/h2>\n<p>Originally founded by the University of Rochester\u2019s Gretchen Helmke and three other political scientists\u2014Brendan Nyhan and John Carey of Dartmouth College, and Susan Stokes of the University of Chicago, <a href=\"http:\/\/brightlinewatch.org\">Bright Line Watch<\/a> is a nonpartisan initiative to conducts regular surveys designed to gauge the overall stability and performance of American democracy.<\/p>\n<\/div>\n<p><!-- stop copying. --><\/p>\n<p>Results of the <a href=\"http:\/\/brightlinewatch.org\/bright-line-watch-august-2020-expert-survey\/\">August 2020 survey<\/a> from <a href=\"https:\/\/brightlinewatch.org\/\">Bright Line Watch<\/a>\u2014a political science research project of faculty at the <a href=\"https:\/\/www.rochester.edu\/\">University of Rochester<\/a>, the <a href=\"https:\/\/www.uchicago.edu\/\">University of Chicago<\/a>, and <a href=\"https:\/\/home.dartmouth.edu\/\">Dartmouth College<\/a>\u2014show a small but perceptible drop in the experts\u2019 rating of the overall quality of US democracy.<\/p>\n<p>During the first two years of Bright Line Watch expert surveys, from February 2017 to March 2019, average scores were generally in the high 60s on a 0\u2013100 scale, with a decline in the period before the 2018 midterm elections and then an uptick afterward in March 2019. Since then, however, three consecutive expert surveys have shown successive declines, driving ratings of US democracy to a new low of 61 on the Bright Line Watch scale in their latest survey.<\/p>\n<p>While there are a few bright spots in the latest report, the overall picture is cause for consternation, notes <a href=\"https:\/\/www.sas.rochester.edu\/psc\/people\/view.php?fid=5\">Gretchen Helmke<\/a>, professor of political science at the University of Rochester.<\/p>\n<p>Since February 2017, the nonpartisan <a href=\"http:\/\/brightlinewatch.org\/about-us-new\/\">group of political scientists<\/a>, which includes Helmke and <a href=\"http:\/\/www.melioraresearch.com\/aboutus.html\">Mitchell Sanders<\/a> \u201997 (PhD) of Meliora Research, has been surveying the American public, as well as colleagues in academia, in an effort to gauge the relative well-being of the nation\u2019s democracy.<\/p>\n<p>\u201cIt is concerning that there has been so much erosion across the board on so many principles,\u201d says Helmke. \u201cWe have been seeing growing gaps for a while between how important a principle is and how it is performing, particularly in areas related to institutional limits on the government and accountability. But the latest survey showed us just how much ground has been lost since March.\u201d<\/p>\n<p>In one way or another, COVID-19 has touched billions of lives around the globe and cast a pall over US politics. To date, more than 185,000 people have died in the US alone. Campaigns for the presidency, Congress, and other public offices are taking place in a largely virtual medium. At the same time, since Memorial Day, when George Floyd died while in the custody of Minneapolis police officers, protests over Floyd\u2019s death and the government\u2019s response to the protests have highlighted challenges to democratic governance. The survey was completed before the police shooting of Jacob Blake on August 23 in Kenosha, Wisconsin.<\/p>\n<p>In its <a href=\"http:\/\/brightlinewatch.org\/bright-line-watch-august-2020-expert-survey\/\">11th survey of experts<\/a>, the academic watchdog group asked political scientists across the country how US democracy fared during the pandemic.<\/p>\n<p>The 776 responding experts, polled between July 27 and August 17, see the overall quality of US democracy continuing on its downward trend, reaching the lowest point since Bright Line Watch began its surveys in early 2017.<\/p>\n<h2>Key findings of Bright Line Watch\u2019s August 2020 survey<\/h2>\n<ul>\n<li>Performance declines since March 2020 are greatest for protections of free speech, toleration of peaceful protest, and protection from political violence.<\/li>\n<li>Experts see considerable declines since 2017 in the performance of democratic principles concerning limits on government power and accountability for its misuse.<\/li>\n<li>Experts are concerned about the state of American elections. Although relatively few express significant concerns about fraud, the majority does not believe that elections are free from foreign influence. Two-thirds of the experts do not think that citizens have an equal opportunity to vote, or that all votes have equal impact.<\/li>\n<li>The gap between expert assessments of the importance of numerous principles and performance on those principles has widened. In the past, importance and performance ratings were highly correlated; experts perceived stronger performance for more important principles. They rate the US as performing poorly on dimensions associated with civility and behavior\u2014such as patriotism, compromise, and facts, and electoral dysfunction\u2014such as biased districts, campaign contributions, and inequality of votes. According to Bright Line Watch, those decreases can be attributed to the administration\u2019s responses to protests and demonstrations, including the use of nonlethal weapons against protestors and the deployment of federal agents in Portland and Washington, DC.<\/p>\n<figure id=\"attachment_450762\" aria-describedby=\"caption-attachment-450762\" style=\"width: 630px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-450762\" src=\"https:\/\/www.rochester.edu\/newscenter\/wp-content\/uploads\/2020\/09\/2020_BLW_performance-change-long-term1-630x473.png\" alt=\"chart showing how experts rate US performance on democratic principles\" width=\"630\" height=\"473\" srcset=\"https:\/\/www.rochester.edu\/newscenter\/wp-content\/uploads\/2020\/09\/2020_BLW_performance-change-long-term1-630x473.png 630w, https:\/\/www.rochester.edu\/newscenter\/wp-content\/uploads\/2020\/09\/2020_BLW_performance-change-long-term1-768x576.png 768w, https:\/\/www.rochester.edu\/newscenter\/wp-content\/uploads\/2020\/09\/2020_BLW_performance-change-long-term1-400x300.png 400w, https:\/\/www.rochester.edu\/newscenter\/wp-content\/uploads\/2020\/09\/2020_BLW_performance-change-long-term1.png 1000w\" sizes=\"auto, (max-width: 630px) 100vw, 630px\" \/><figcaption id=\"caption-attachment-450762\" class=\"wp-caption-text\">(Courtesy of Bright Line Watch)<\/figcaption><\/figure>\n<p>Expert ratings also declined for the principles that government statistics and data not be influenced by political considerations<br \/>\n(-14.3 percentage points), that investigations of public officials remain free of political interference (-10.9 percentage points), and that voter participation in elections is generally high (-9 percentage points).<\/p>\n<p>The only significant improvement in performance is on the principle that the judiciary can effectively limit the executive, which rose from 44 percent to 58 percent of experts saying that the US \u201cmostly\u201d or \u201cfully\u201d meets this standard. This increase might reflect recent Supreme Court decisions that prevented President Trump from blocking the release of his financial records and overturned his decision to rescind the Deferred Action for Childhood Arrivals program, according to the Bright Line Watch team.<\/p>\n<h2>The long view<\/h2>\n<p>When placed in a longer-term context, the experts\u2019 ratings of US democratic performance have fallen the furthest since Bright Line Watch\u2019s inception in 2017 for the following five items:<\/p>\n<ul>\n<li>Government protects individuals\u2019 right to engage in peaceful protest<\/li>\n<li>Executive authority cannot be expanded beyond constitutional limits<\/li>\n<li>The legislature is able to effectively limit executive power<\/li>\n<li>The judiciary is able to effectively limit executive power<\/li>\n<li>Government agencies are not used to monitor, attack, or punish political opponents<\/li>\n<\/ul>\n<p><!-- begin copying for copy and
