{"id":538032,"date":"2022-10-21T11:30:17","date_gmt":"2022-10-21T15:30:17","guid":{"rendered":"https:\/\/www.rochester.edu\/newscenter\/?p=538032"},"modified":"2022-10-27T14:48:32","modified_gmt":"2022-10-27T18:48:32","slug":"free-speech-college-campuses-expression-disagreement-538032","status":"publish","type":"post","link":"https:\/\/www.rochester.edu\/newscenter\/free-speech-college-campuses-expression-disagreement-538032\/","title":{"rendered":"Why free speech\u2014and especially disagreement\u2014matters on college campuses"},"content":{"rendered":"<h2 style=\"width: 85%; font-weight: bold; line-height: 135%; margin-bottom: 0.5em;\">A Rochester political scientist explains why the \u2018clash of ideas\u2019 resulting from free speech is necessary for a well-functioning university.<\/h2>\n<p>In September, the <a href=\"https:\/\/www.thefire.org\">Foundation for Individual Rights and Expression<\/a> released a survey of undergraduates on college campuses across the United States in an effort to gauge the state of free speech and expression in American higher education. Recruiting students from the <a href=\"https:\/\/collegepulse.com\">College Pulse<\/a> American College Student Panel, the organization sought to measure how comfortable students were in discussing controversial topics in various campus settings; how tolerant they were of campus speakers whose views were offensive to liberals; how tolerant they were of campus speakers whose views were offensive to conservatives; and how well or how poorly their institutions\u2019 administration did in supporting a culture of free expression.<\/p>\n<div class=\"side-right\">\n<h3><strong>About David Primo<\/strong><\/h3>\n<p>An expert on campaign finance laws, the federal debt, corporate social responsibility, and budget rules, David Primo is the author or coauthor of several books, including <a href=\"https:\/\/press.uchicago.edu\/ucp\/books\/book\/chicago\/R\/bo5509178.html\"><em>Rules and Restraint: Government Spending and the Design of Institutions<\/em><\/a> (University of Chicago Press, 2007) and <a href=\"https:\/\/press.uchicago.edu\/ucp\/books\/book\/chicago\/C\/bo51203857.html\"><em>Campaign Finance and American Democracy: What the Public Really Thinks and Why It Matters<\/em><\/a> (University of Chicago Press, 2020).<\/p>\n<\/div>\n<p>Among those polled were 250 <a href=\"https:\/\/rochester.edu\">University of Rochester<\/a> students. Twenty-seven percent of the Rochester cohort said that they hesitate \u201cfairly often\u201d or \u201cvery often\u201d to express an opinion out of fear of their professors\u2019 or classmates\u2019 reaction. The situation is not unique to Rochester; it exists on many US college campuses and follows a national trend, the survey found.<\/p>\n<p><a href=\"https:\/\/www.sas.rochester.edu\/psc\/people\/view.php?fid=11\">David Primo<\/a>, the Ani and Mark Gabrellian Professor and a professor of <a href=\"http:\/\/www.sas.rochester.edu\/psc\/\">political science<\/a> and of business administration at the University of Rochester, has made promoting free speech and expression a pedagogical priority\u2014bringing guests from across the political spectrum to his classes and teaching an undergraduate course devoted to the topic, <a href=\"https:\/\/www.sas.rochester.edu\/psc\/courses\/view.php?cid=20192322\">Disagreement in a Democratic Society<\/a>. Primo also directs the Politics and Markets Project, an initiative he created in 2014 to <a href=\"https:\/\/www.rochester.edu\/pr\/Review\/V79N5\/0309_primo.html\">encourage robust but civil discussions<\/a> about contentious policy issues.<\/p>\n<p>During a recent campus event, Primo urged universities to remain steadfast in their historical role as places of discussion and dissent. The \u201cclash of ideas is the foundation for a college education. Without that you can\u2019t have a well-functioning university,\u201d he said. \u201cIdeas that shape the world often emerge from college campuses.\u201d<\/p>\n<p>Fortunately, in the United States free speech is legally enshrined in the First Amendment to the US Constitution, and many private universities (which are not bound by the First Amendment in the same way as public universities are) have explicit commitments to support free speech and free inquiry on their campuses. \u201cIn other words, students have the right to speak freely, debate speech, and also protest against speech they don\u2019t agree with,\u201d Primo explained. \u201cOf course, some universities do a better job than others of living up to these ideals.\u201d<\/p>\n<p>Even at universities that uphold the principles of free expression, problems arise, according to Primo, when faculty and students become unwilling to express their own ideas or challenge each other\u2019s. Primo argues the fear of being professionally or socially ostracized is often on the minds of those with unorthodox or unpopular perspectives.<\/p>\n<p>So, what happens when students think they can\u2019t speak freely\u2014to professors, administration, staff, or each other?<\/p>\n<p>\u201cA fear of speaking out means that important ideas may not be heard, important discoveries may not be made, and the boundaries of knowledge may not be pushed,\u201d Primo said. \u201cThat kind of self-censorship can also extend to faculty members and influence the kind of research projects they pursue, or feel they ought to pursue. Heeding John Stuart Mill on the importance of \u2018the heretics\u2019<\/strong><\/h3>\n<p>\u201cYou may say there are some people who just shouldn&#8217;t be able to speak\u2014those crazy people on the left and those crazy people on the right. The 19th-century English philosopher John Stuart Mill had a name for these people\u2014he\u2019d call them the heretics, which was particularly appropriate given when he was writing, but I would argue is still appropriate now.\u201d<\/p>\n<p>Primo outlined three guiding principles on disagreement, distilled from Mill\u2019s 1859 treatise, <a href=\"https:\/\/www.gutenberg.org\/files\/34901\/34901-h\/34901-h.htm\"><em>On Liberty<\/em><\/a>:<\/p>\n<ul>\n<li>We should care about disagreement. We should interact with those we disagree with because we could be wrong. Otherwise we are assuming we\u2019re infallible.<\/li>\n<li>You might understand your views on a contentious issue at a deeper level if you talk to someone who disagrees with you. It pushes you to understand your own ideas and positions better, and to learn to understand theirs.<\/li>\n<li>Society is going to make progress through error. That\u2019s the hallmark of science: we have to be open to error and have ideas clash so that we can take the best parts of these ideas and move forward with knowledge generation.<\/li>\n<\/ul>\n<h3><strong>2. On \u2018affective polarization,\u2019 or when politics became your identity<\/strong><\/h3>\n<p>\u201cWhen people\u2019s political convictions become their identity\u2014the blue team versus the red team\u2014that\u2019s what we political scientists call \u2018affective polarization.\u2019 Practically speaking, that means if I know that you\u2019re a Democrat, I generally know much more about you than I would\u2019ve known 30 years ago. Same if I know you\u2019re a Republican. As a result, we\u2019ve seen a rise in this idea that we don\u2019t like somebody because they support the other party. In other words, it\u2019s not just that we disagree with people on the other side; it\u2019s that we actively dislike them as people because of their ideology or party affiliation.<\/p>\n<p>\u201cCollege students today are practicing affective polarization. In an <a href=\"https:\/\/www.nbcnews.com\/meet-the-press\/first-read\/new-political-divide-nearly-half-college-students-wouldnt-room-someone-rcna43609\">NBC News poll<\/a> a couple of months ago, nearly half of all college students said they wouldn\u2019t room with somebody of a different political party. We ought to be figuring out exactly why that is\u2014and how we can fix it.\u201d<\/p>\n<h3><strong>3. Responding to disinformation on social media<\/strong><\/h3>\n<p>\u201cThere are serious issues with false information\u2019s being transmitted on social media, but that\u2019s something that we have to manage rather than regulate. Because if governments start limiting what can be said on social media, and if governments start regulating how social media companies moderate what\u2019s allowed on their platforms, it becomes a slippery slope. Where then do you draw the line?<\/p>\n<p>\u201cWhen I think about restrictions on speech, I think about whether I would want those restrictions to exist when somebody I disagree with fundamentally is in a position of power. Because then they\u2019re the ones who are going to control whether or not I can speak.\u201d<\/p>\n<h3><strong>4. Avoiding the \u2018noise\u2019 of MSNBC and Fox News<\/strong><\/h3>\n<p>\u201cStudents need to cut through the noise and yelling on channels like MSNBC and Fox News and instead focus on having rigorous, courteous, civil debates. They should be shown why it\u2019s important to care about the fact that we, as a society, are currently not disagreeing effectively.<\/p>\n<p>\u201cIn class we have vigorous and valuable discussions, which signals to me that there\u2019s a lot of support for the idea of open disagreement on college campuses. That\u2019s why I am worried about the 27 percent of students who feel they can\u2019t speak out. But I\u2019m also heartened by the fact that we still have a tremendous number of students who are deeply engaged, who are willing to explore ideas. So, if we can help support them within the University then, that\u2019s going to help because students are the ones who\u2019ll be going out into society; they\u2019re the ones who are going to be making the decisions and running the show in a few years. That\u2019s why it\u2019s vitally important they learn those skills here.\u201d<\/p>\n<h3><strong>5. Encouraging free speech among students\u2014and supporting one another<\/strong><\/h3>\n<p>\u201cStudents need to be supportive of each other as they explore ideas. On the first day of my seminar courses, I work with the students to set class norms and talk about the terms of debate in our class. One of the things we agreed upon this semester was that you can discuss outside of class what was said in class but not attribute specific ideas to specific people. I want students to be free to explore ideas without worrying that in two hours\u2019 time what they just said in class would appear somewhere on social media. We want to have a truly safe space for the discussion of ideas without this fear. Of course, I can\u2019t police whether students live up to these ideals.
