{"id":691232,"date":"2026-01-09T17:16:52","date_gmt":"2026-01-09T22:16:52","guid":{"rendered":"https:\/\/www.rochester.edu\/newscenter\/?p=691232"},"modified":"2026-01-11T13:17:30","modified_gmt":"2026-01-11T18:17:30","slug":"after-maduros-capture-what-comes-next-for-venezuela-691232","status":"publish","type":"post","link":"https:\/\/www.rochester.edu\/newscenter\/after-maduros-capture-what-comes-next-for-venezuela-691232\/","title":{"rendered":"After Maduro\u2019s capture, what comes next for Venezuela?"},"content":{"rendered":"<h2><strong>A URochester expert on international conflict warns that regime change rarely brings stability.<\/strong><\/h2>\n<p>The US seizure of Venezuelan leader Nicol\u00e1s Maduro stunned people around the world\u2014including political scientists who study regime change.<\/p>\n<p>\u201cI was surprised,\u201d says <a href=\"https:\/\/www.sas.rochester.edu\/psc\/people\/view.php?fid=14\">Hein Goemans<\/a>, professor of <a href=\"https:\/\/www.sas.rochester.edu\/psc\/\">political science<\/a> and director of the <a href=\"https:\/\/www.watson.rochester.edu\/index.php\">Peter D. Watson Center for Conflict and Cooperation<\/a> at the <a href=\"https:\/\/www.rochester.edu\">University of Rochester<\/a>. \u201cGoing in the middle of the night, taking the leader of the country and his wife out of the palace, and saying, \u2018That\u2019s it, we\u2019re running the country now.\u2019 That\u2019s extraordinary.\u201d<\/p>\n<p>For many Venezuelans, particularly those who fled repression and economic collapse, the news sparked celebration and hope. But Goemans urges caution, arguing that removing a dictator rarely dismantles the power structures that kept him in place.<\/p>\n<h3><strong>The Venezuelan military still holds power<\/strong><\/h3>\n<p>\u201cThe military propped up Maduro,\u201d Goemans says. \u201cThe whole system of bribery and corruption revolves around the support of the armed forces. There\u2019s no reason to believe that they\u2019re now suddenly going to give up power.\u201d<\/p>\n<div class=\"pullquote\"><span style=\"font-size: 400%;\">\u201c<\/span>Post\u2013regime change almost never works the way people hope.\u201d<\/div>\n<p>He compares the situation to previous US-led interventions.<\/p>\n<p>\u201cWe\u2019ve seen this in Iraq, we\u2019ve seen it in Afghanistan,\u201d Goemans says. \u201cDecapitation\u2014taking out one leader\u2014doesn\u2019t change the apparatus of the state. Post\u2013regime change almost never works the way people hope.\u201d<\/p>\n<p>Goemans points to research by political scientist <a href=\"https:\/\/alexanderdownes.weebly.com\/about-me.html\">Alexander Downs<\/a> showing that foreign-imposed regime change frequently leads to instability or renewed conflict, not democracy. \u201cThe new regime you install has its own interests,\u201d Goemans says.<\/p>\n<p>\u201cThey don\u2019t necessarily align with the interests of the United States, or with democratic reform.\u201d<\/p>\n<h3><strong>Why motivation matters\u2014and how neighboring Guyana is in play<\/strong><\/h3>\n<p>There are somewhat conflicting statements coming out of Washington as to the motivation for the American intervention.<\/p>\n<p>House Speaker Mike Johnson has <a href=\"https:\/\/www.nytimes.com\/2026\/01\/07\/us\/politics\/venezuela-briefing-congress-rubio.html\">cast the operation<\/a> as one that aimed \u201cto bring justice to a criminal\u201d in Maduro, who was \u201cduly indicted under American law.\u201d Energy Secretary Chris Wright has said the United States intends to control the flow of Venezuelan oil into the marketplace.<\/p>\n<div class=\"pullquote\"><span style=\"font-size: 400%;\">\u201c<\/span>If the United States defects from the rules, others will have incentives to defect too. In the long run, that\u2019s not in America\u2019s interest.\u201d<\/div>\n<p>Meanwhile, Secretary of State Marco Rubio has laid out a three-step plan that includes the United States stabilizing the country by seizing and selling up to 50 million barrels of oil and ensuring \u201cAmerican, Western, and other companies have access to the Venezuelan market in a way that\u2019s fair.\u201d He has called the third step \u201cone of transition,\u201d including the integration of opposition political parties.\u201d<\/p>\n<p>Goemans says motivations matter enormously.<\/p>\n<p>It is possible, he says, that different actors inside the US administration are pursuing different goals\u2014from energy interests, to immigration enforcement, to regional dominance\u2014without a coherent long-term plan for Venezuela itself.<\/p>\n<p>\u201cThat\u2019s problematic,\u201d he says, \u201cbecause it means there\u2019s no clear, overarching goal. (SurinameCentral, CC BY-SA 4.0 via <a href=\"https:\/\/commons.wikimedia.org\/wiki\/File:Guayana_Esequiba_Guyana%E2%80%93Venezuela_territorial_dispute.png\">Wikimedia Commons<\/a>)<\/figcaption><\/figure>\n<p>\u201cThat\u2019s a motivation, which, in my opinion, could have kind of legitimized overthrowing Maduro,\u201d Goemans says.<\/p>\n<p>In 2023, Venezuela <a href=\"https:\/\/www.nytimes.com\/2023\/12\/03\/world\/americas\/maduro-vote-essequibo-guyana.html\">resurrected a long-festering claim<\/a> to Essequibo, which is nearly the size of Florida and makes up half of Guyana\u2019s territory. Maduro unveiled new maps displaying it as part of Venezuela, named a military general as its governor, and issued Venezuelan identity cards to people living there.<\/p>\n<p>\u201cGuyana has serious worries about Venezuela,\u201d Goemans says. \u201cIt\u2019s a real threat to the sovereignty of Guyana and it\u2019s surprising that nobody in the Trump administration has invoked that.\u201d<\/p>\n<p>\u201cThere was no claim that this was about restoring democracy,\u201d he continues. \u201cThat was never raised as one of the motivations. That should concern people.\u201d<\/p>\n<h3><strong>A dangerous precedent for world order<\/strong><\/h3>\n<p>Beyond Venezuela, Goemans warns that forcibly removing heads of state undermines long-standing international norms.<\/p>\n<p>He explains this using a classic political science concept: cooperation only holds if countries believe rules will be enforced over time.<\/p>\n<p>\u201cIf you treat this as a one-shot game that says, \u2018We can do this once and nothing follows,\u2019 that\u2019s very dangerous,\u201d he says. \u201cOther countries will respond eventually. (Getty Images)<\/figcaption><\/figure>\n<p>Unlike Panama\u2019s Manuel Noriega, who was never an elected president but was that country\u2019s de facto ruler before the United States seized him with an invasion in 1989, Maduro originally came to power through constitutional succession before consolidating his authority through a series of widely condemned elections in 2018 and in 2024.<\/p>\n<h3><strong>What are the alternatives?<\/strong><\/h3>\n<p>If US military intervention is unlikely to produce a stable democracy in Venezuela, what could?<\/p>\n<p>Goemans points to historical examples in Eastern Europe and elsewhere, where authoritarian regimes collapsed after mass domestic mobilization, sometimes with outside support and an independent media.<\/p>\n<p>\u201cThe only way the masses can overcome a repressive elite is if they successfully organize,\u201d he says. \u201cThat means supporting opposition groups, election monitoring, information access. Not sending troops through jungles to Caracas.\u201d<\/p>\n<p>But he acknowledges how grim that sounds to Venezuelan people suffering now, whether in the country or living abroad.<\/p>\n<p>\u201cI understand the desperation,\u201d he says. \u201cPeople have had their lives stolen from them.
