{"id":12452,"date":"2025-01-27T16:11:41","date_gmt":"2025-01-27T21:11:41","guid":{"rendered":"https:\/\/www.rochester.edu\/university-research\/?p=12452"},"modified":"2025-10-30T14:23:25","modified_gmt":"2025-10-30T18:23:25","slug":"research-and-the-federal-transition","status":"publish","type":"post","link":"https:\/\/www.rochester.edu\/university-research\/research-and-the-federal-transition\/","title":{"rendered":"Research and the Federal Transition"},"content":{"rendered":"<p>Dear colleagues,<\/p>\n<p>Last week, I received many expressions of concern and uncertainty with respect to ongoing changes that affect the major federal funding agencies that support our research enterprise, including NIH, NSF, DOD and more.<\/p>\n<p>Two prominent actions that have been widely reported are the\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/25502931-acting-hhs-secretary-communications-memo-1-21-25\/\">HHS\/NIH Suspension of Communications and Study Sections<\/a>\u00a0through February 1st, and an\u00a0<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-illegal-discrimination-and-restoring-merit-based-opportunity\/\">Executive Order related to DEI<\/a>.\u00a0\u00a0Related to this, there is also a temporary pause on new NIH awards and ongoing changes to certain federal Program Announcements.\u00a0\u00a0A valuable\u00a0<a href=\"https:\/\/www.aau.edu\/newsroom\/leading-research-universities-report\/week-one-under-president-trump-key-executive-actions\">summary of recent transition actions that may impact research<\/a>\u00a0at universities such as ours was posted recently\u00a0on the website of the\u00a0<a href=\"https:\/\/www.aau.edu\/who-we-are-americas-leading-research-universities\">Association of American Universities (AAU)<\/a>.<\/p>\n<p>That said, there is also much that we do not yet know.<\/p>\n<p>My counterpart at the University of Michigan, Skip Lupia (who is also a UR alum), wrote to his research community at the end of last week and noted that \u201c<a href=\"https:\/\/mailchi.mp\/227008064734\/vpr-update-august-15355736?e=a6f464fe39\">the start of a new presidential administration traditionally brings change to the policies and priorities of our nation\u2019s federal agencies.<\/a>\u201d\u00a0\u00a0He went on to add that such changes affect all those who receive funding from, or partner with, those federal agencies.<\/p>\n<p>As an institution, we have established a process to monitor and review these transition actions, including recent\u00a0<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/\">executive actions<\/a>\u00a0from the new administration, as well as other changes that may affect our research programs, and related activities.\u00a0\u00a0We are also working in close concert with our\u00a0<a href=\"http:\/\/www.ogcr.rochester.edu\">Office of Government and Community Relations<\/a>, and with the national organizations that represent the interests of major research universities such as ours, including the\u00a0<a href=\"https:\/\/www.aau.edu\/who-we-are-americas-leading-research-universities\">AAU<\/a>\u00a0and the\u00a0<a href=\"https:\/\/www.aamc.org\/about-us\">Association of American Medical Colleges (AAMC)<\/a>.<\/p>\n<p>Our University\u2019s mission is to\u00a0<strong>Learn, Discover, Heal, Create\u2014and Make the World Ever Better.<\/strong>\u00a0\u00a0Research is at the core of that mission and fuels the innovation, creativity and new knowledge that saves lives, improves the human condition, generates new technologies, and drives economic growth.
