{"id":19832,"date":"2025-12-03T15:12:53","date_gmt":"2025-12-03T20:12:53","guid":{"rendered":"https:\/\/www.rochester.edu\/university-research\/?p=19832"},"modified":"2025-12-08T13:16:57","modified_gmt":"2025-12-08T18:16:57","slug":"nih-implementation-of-the-common-forms","status":"publish","type":"post","link":"https:\/\/www.rochester.edu\/university-research\/nih-implementation-of-the-common-forms\/","title":{"rendered":"NIH Implementation of the Common Forms"},"content":{"rendered":"<p>NIH has released <a href=\"https:\/\/urldefense.com\/v3\/__https:\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-26-018.html__;!!CGUSO5OYRnA7CQ!Z1hY9ISGWNUsC4UTnOJKd7e2ApFL-Xryc_Gz5W5s1KPrv5WMvHkkItS3MNvh8FyG7hw0G7WlFYnLmU5-Zck1miWaVhkrU1Q-KwQn0iYe$\">NOT-OD-26-018<\/a> outlining the implementation of the Common Forms for NIH applications, Just in Time requests, progress reports, and prior approval requests. <strong>All NIH submissions on and after January 25<sup>th<\/sup>, 2026, will be required to use the Common Forms<\/strong>. NIH will require the use of SciENcv to complete Common Forms (i.e., Biographical Sketch, Current and Pending (Other) Support) and the NIH Biographical Sketch Supplement to produce digitally certified PDF(s).<\/p>\n<p>ORPA is preparing a Common Form training plan for new SciENcv users. We intend to offer a combination of on-demand training resources and drop-in office hours for individual\/small group support. We will provide more training information soon.<\/p>\n<p>NIH has announced that a system validation will be implemented to check for the use of the Common Forms in applications \u2013 it will generate an error preventing submission beginning February 6<sup>th<\/sup>, 2026.<\/p>\n<p>We strongly encourage departments and faculty to <strong>start preparing<\/strong> for the NIH implementation of the Common Forms by:<\/p>\n<ul>\n<li>becoming familiar with <a class=\"u-link-external\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/sciencv\/\">SciENcv<\/a><\/li>\n<li><a href=\"https:\/\/www.rochester.edu\/provost\/academic-resources\/open-researcher-and-contributor-id\/\">establishing ORCID IDs<\/a> and <a class=\"u-link-external\" href=\"https:\/\/urldefense.com\/v3\/__https:\/www.era.nih.gov\/erahelp\/commons\/PPF_Help\/8_2_orcid.htm__;!!CGUSO5OYRnA7CQ!Z1hY9ISGWNUsC4UTnOJKd7e2ApFL-Xryc_Gz5W5s1KPrv5WMvHkkItS3MNvh8FyG7hw0G7WlFYnLmU5-Zck1miWaVhkrU1Q-K863xS5B$\">linking\u00a0them to their eRA Commons profiles<\/a>.\u00a0 This will be required \u2013 please complete as soon as possible.<\/li>\n<\/ul>\n<p>Further resources are available from NIH at the following links:<\/p>\n<ul>\n<li>Preview versions of the NIH Common Form instructions can be found in the <a class=\"u-link-external\" href=\"https:\/\/grants.nih.gov\/grants-process\/write-application\/forms-directory\">NIH Forms Directory<\/a><\/li>\n<li>Users can find information on SciENcv in the <a class=\"u-link-external\" href=\"https:\/\/urldefense.com\/v3\/__https:\/www.ncbi.nlm.nih.gov\/books\/NBK154494\/__;!!CGUSO5OYRnA7CQ!Z1hY9ISGWNUsC4UTnOJKd7e2ApFL-Xryc_Gz5W5s1KPrv5WMvHkkItS3MNvh8FyG7hw0G7WlFYnLmU5-Zck1miWaVhkrU1Q-K6xkAxWP$\">My NCBI Help of the NCBI Bookshelf<\/a><\/li>\n<\/ul>\n<p>NIH anticipates finalizing the templates in SciENcv for Common Forms, the NIH Biographical Sketch Supplement and associated instructions the week of December 15, 2025.<\/p>\n<p>Additionally, attached are the email from September that announced the preview forms, and the <a href=\"https:\/\/www.rochester.edu\/orpa\/_assets\/ppt\/tool_102025_CLASP_NIH_Common_Forms.pptx\">slides from the October 28<sup>th<\/sup>, 2025 CLASP meeting<\/a> that cover the NIH Common Forms.<\/p>\n<p>This notice also announces a Malign Foreign Talent Recruitment Program (MFTRP) prohibition and certification requirement. Effective January 25, 2026, individuals who are a current party to a MFTRP are not eligible to serve as a senior\/key person on an NIH award. At the time of application, and annually at the time of RPPR submission, each individual identified as a senior\/key person must certify to NIH that they are not a party to a MFTRP. This certification will be captured by the Common Forms, and in a separate document for RPPR submission. UR will provide a template for the RPPR submission document.
