{"id":24452,"date":"2026-08-25T15:48:49","date_gmt":"2026-08-25T19:48:49","guid":{"rendered":"https:\/\/www.rochester.edu\/university-research\/?p=24452"},"modified":"2026-08-25T15:48:49","modified_gmt":"2026-08-25T19:48:49","slug":"new-procurement-restrictions-on-chinese-military-companies","status":"publish","type":"post","link":"https:\/\/www.rochester.edu\/university-research\/new-procurement-restrictions-on-chinese-military-companies\/","title":{"rendered":"New Procurement Restrictions on Chinese Military Companies"},"content":{"rendered":"<p>Dear Colleagues,<\/p>\n<p>To comply with evolving federal requirements, <strong>effective December 31, 2026<\/strong>, the University will <strong>prohibit the purchase of goods and services from entities identified on the \u201c<\/strong><a href=\"https:\/\/urldefense.com\/v3\/__https:\/media.defense.gov\/2026\/Jun\/08\/2003945537\/-1\/-1\/1\/ENTITIES-IDENTIFIED-AS-CHINESE-MILITARY-COMPANIES-OPERATING-IN-THE-UNITED-STATES-IN-ACCORDANCE-WITH-SECTION-1260H.PDF__;!!CGUSO5OYRnA7CQ!dQwCg4ix3pylbXBDqFyVDw3C1ub2Yb89sZ5h6eevN1SCAN1xyV2chrC7Fci0E967sa_GRqOkfax1Gm7xyebvdCyrseVSayE$\"><strong>1260(H) List<\/strong><\/a>\u201d maintained by the Department of Defense. The 1260(H) List identifies \u201cChinese military companies\u201d operating directly or indirectly in the United States and is updated annually.<\/p>\n<p>The 1260H List is <u>not<\/u> restricted to companies that are solely in the \u201cmilitary\u201d or \u201cdefense\u201d sectors. The most recent 1260H List includes, for example, (1) a limited number of biotechnology companies, including Novogene, BGI Group (and its subsidiary, Innomics), MGI, and WuXi AppTec, (2) drone and robotics companies Autel Technology, Unitree, and Robosense, (3) telecommunications companies, such as Huawei, and (4) technology companies such as Alibaba and Baidu.<\/p>\n<p>This prohibition will be implemented as follows:<\/p>\n<ul>\n<li>Existing Purchase Orders (POs) with an end date of December 31, 2026 or earlier may conclude and will not be renewed.<\/li>\n<li>Existing POs with an end date of later than December 31, 2026 must transition to an alternative supplier and be canceled no later than December 31, 2026.<\/li>\n<li>New POs are prohibited.<\/li>\n<\/ul>\n<p>Impacted researchers and departments should begin the process of transitioning to alternative suppliers.
