Guidelines for safely fostering international collaboration

The University of Rochester is committed to fostering international research collaborations and the open global exchange of ideas.

At the same time, U.S. government lawmakers and agencies have expressed concern that the culture of openness of the U.S. research ecosystem exposes the U.S. to national and economic security risks, particularly due to the actions of some foreign nations. In response, the federal government has enacted new laws, regulations, and funding terms and conditions that establish research security program requirements for institutions like the University of Rochester. These include new training mandates, researcher disclosure obligations, and the prohibition of some activities with certain non-U.S. entities.
