Committee on Science and Security
Formed in 2019, the University of Rochester’s Committee on Science and Security is a cross-functional committee that discusses and develops strategies to address issues relating to research security and foreign influence at the University.
Mission and commitment
In carrying out its work, the Committee on Science and Security recognizes the vital importance of international collaboration to the University’s research and academic missions, and the need to foster a University environment free from discrimination of any kind. At the same time, as one of the nation’s leading research institutions, the Committee on Science and Security is committed to safeguarding the integrity and security of the University’s research enterprise.
Responsibilities and purview
The Committee on Science and Security provides recommendations to senior University leaders, including the President, on matters relating to research security. It may recommend the convening of ad hoc committees or working groups to discuss specific issues or make policy recommendations. It also helps in awareness building and developing communication strategies for research security issues. The Committee on Science and Security is advisory in nature and does not implement decisions or policies on its own.
The purview of the Committee on Science and Security includes, but is not limited to, issues of:
- conflicts of interest and commitment involving foreign entities,
- foreign affiliations and simultaneous appointments,
- US export controls and sanctions,
- federal disclosure requirements in international engagements,
- foreign gifts and contracts,
- international collaborations,
- the Policy on Open Research and Free Dissemination of Ideas and Information,
- foreign talent recruitment program matters,
- cybersecurity,
- intellectual property and research data security,
- international travel,
- foreign visitors,
- research security program requirements, and
- other applicable laws, regulations, or policies.
