Who can propose an agreement on behalf of the University?
University of Rochester faculty and administrators initiate agreements on behalf of the University. Visit our Start an International Agreement page or complete the Partnership Proposal Form to initiate the process.
How do I initiate an agreement?
We are always available to discuss potential partnerships and collaborations and to share information about the University of Rochester’s current partners and the potential for expanding those relationships.

What types of activities are included in international agreements?
Some activities recur in different forms in many of our international agreements. These include:
- Research (can be funded by an institution or grant, may be long- or short-term; please see collaborative opportunities)
- Faculty mobility
- Undergraduate student mobility
- Graduate student mobility
- Education and curriculum development
How long does the formal agreement process take?
We recommend starting the process four to six months before the intended start date of the collaboration activity. Global Engagement provides template agreements, which may reduce the amount of time needed for this process. However, in general, we recommend planning ahead as much as possible.
Our office can offer support during the negotiation process, when going over agreement drafts, and with providing input on University policies and frameworks in a timely manner.

What is the duration of agreements and how can they be renewed?
The duration of an agreement varies. For most agreements, the duration is five years with the possibility of renewal.
Agreement renewals should be initiated two to four months prior to the expiration. Renewals will be reviewed by Global and legal counsel and may need additional planning time if significant changes have been proposed. A Partnership Proposal Form may not be required for a renewal. Contact us early in the renewal process to determine next steps.
Who can sign an agreement?
Because these are official contracts of the University of Rochester, only those with University signatory permissions may sign. Therefore, it is typically the Vice Provost for Global Engagement, or the University Provost or President who will sign an agreement.
