Student Complaint Procedures
Both informal and formal procedures exist to resolve student complaints involving harassment, discrimination, and other issues. Information about such procedures can be obtained from the deans’ offices of the School of Arts & Sciences/Hajim School of Engineering & Applied Sciences, the Eastman School of Music, and the School of Nursing; from the University of Rochester Ombuds Office; or by contacting the University’s Title IX Coordinator and Director of Equal Opportunity Investigations.

University of Rochester students who have complaints that have not otherwise been resolved through contact with University internal offices (including School offices) may file a complaint under the New York State Education Department procedures as outlined on its website at www.NYSED.gov.
Complaints not resolved at the institutional level may also be filed with the Middle States Commission on Higher Education, following the process for Complaints Involving Member and Candidate Institutions.

University of Rochester Complaint Procedures for Out-of-State Students in Online Courses Link to section
Students with issues or concerns with their online distance education course are encouraged to use the systems and student grievance processes of the school at the University of Rochester that offers the course. In general, students should start by contacting the instructor for the course. Students can also find the information about the complaint process for each school through the following:

Elevating a Complaint to New York State
A student has the right to lodge a complaint or grievance. The student should begin the complaint process with the institution, and if a resolution is not reached, the student would contact the institution’s home state SARA Portal Entity (listed below), within two years of the incident. Students should review the New York State Education Department's SARA student complaint process before submitting an appeal. (Note - student issues with grades or academic policies must be resolved by the school at the University)
