University of Rochester Complaint Procedures for Out-of-State Students in Online Courses
Students with issues or concerns with their online distance education course are encouraged to use the systems and student grievance processes of the school at the University of Rochester that offers the course. In general, students should start by contacting the instructor for the course. Students can also find the information about the complaint process for each school through the following:

Elevating a Complaint to New York State
A student has the right to lodge a complaint or grievance. The student should begin the complaint process with the institution, and if a resolution is not reached, the student would contact the institution’s home state SARA Portal Entity (listed below), within two years of the incident. Students should review the New York State Education Department's SARA student complaint process before submitting an appeal. (Note - student issues with grades or academic policies must be resolved by the school at the University)
