All fees must be paid by the hiring department unless otherwise noted. Fees are due at the time of filing the H-1B application in UR Compass.
- USCIS Form I-907, Premium Processing: $2,965
- USCIS Form I-129, for all H-1B petition types: $460
- Fraud Detection fee, initial H1-B petitions only: $500
- USCIS Form I-539, Change of Status to or Extension of H-4 Status (Can be paid by either the department or the H-1B employee): $470
Steps for Completing Journal Entry H-1B Fee Payment Process
General Accounting requires a completed Journal Entry (JE) Excel file for all H-1B fees. If it is not possible to obtain the required signatures directly on the JE Excel file, departments must submit:
- the JE Excel file and
- a PDF version of the JE form that includes all required signatures.
Step 1: Initiate H-1B Request and Draft Journal Entry (JE)
The hiring department initiates an H-1B request via UR Compass. They then complete the Journal Entry template form and send a draft and supporting documentation (e.g. fee schedule, internal email, etc.) to ISO (iso@rochester.edu) for review.

- H-1B Employee Name
- UR ID
- Petition Type (H1B Initial, Extension, Portability, Amend)
- JE Amount
- JE Reference Number
- Department Contact Information (name, email)
Step 2: International Services Office (ISO) Review and Approval
ISO reviews the Journal Entry for accuracy and completeness. If there are any discrepancies or underpayments, ISO returns the Journal Entry to the department for correction and resubmission. If all information is correct, ISO submits the Journal Entry to General Accounting and cc’s the department.
Step 3: ISO Prepares, Finalizes H-1B Petition and Files it With USCIS
Payment is made using ISO’s P-card and USCIS’ G-1450 form. The department does not need to provide P-card information.
