Enrolling with Veteran Educational Benefits

After you’ve been accepted into a program, you’ll need to submit the following information in order to receive your veteran educational benefits.

Certificate of Eligibility

A Certificate of Eligibility or COE indicates the number of months that you have benefits available for. This must be submitted to the University as proof of benefit in order to be reported appropriately to the VA. Additionally, every term, an Education Benefits Form must be submitted to declare use of your eligible benefit.

Proof of education benefits should be sent to veteranservices@ur.rochester.edu. This proof should be submitted after you have accepted your offer to enroll at the University.

Veteran Readiness and Employment (VR&E)

VR&E submissions for River Campus, Medical Campus, and Eastman Campus can be sent to Matt DeMayo at matthew.demayo@rochester.edu and invoiced to:

Submissions to the bookstore should be sent to Barnes and Noble for the University of Rochester.

Education Benefit Form

Every term, the University will send you a request to submit the Education Benefit Form (EBF) to veteranservices@ur.rochester.edu indicating that you want to use your benefit. If it is not filled out, no enrollment will be reported to the VA for payment.

Typical Enrollment Process

Once we have your COE on file and your EBF for the term, we will report your enrollment for the term through Enrollment Manager (the VA enrollment reporting tool). This will be done up to 30 days before the start of the term to the first day of the term. We then report the tuition and fees through Enrollment Manager after the add/drop period for the term.

To ensure accurate reporting, we will review and update program of study information each term.

If a student takes a University Leave of Absence or a University Withdrawal, we will back date the benefit usage from the term. However, if a student wishes to use part of their benefit for the term, they can email us at veteranservices@ur.rochester.edu to discuss. This usage may require the student to provide the VA with information on a mitigating circumstance which is the only way a partial payment is supported.
