Free and reduced parking lot rates begin July 1

In response to your feedback, the University will offer free and reduced parking rates to employees who park in select permit-required lots beginning July 1, 2026. These changes will lower or eliminate parking costs for most permit holders while improving affordability and consistency across the University.

Employees identified parking costs as a key concern in the recent Employee Experience Survey. Feedback also highlighted the importance of greater consistency in parking costs across locations. These updates are part of our continued efforts to improve the employee experience and make parking more affordable for our workforce.

Employees must continue to maintain a parking permit and current vehicle registration. Employees may request to switch lots beginning on January 4, 2027. Given existing parking capacity constraints, we will continue to manage the high demand and inventory of lots.

Why is the University changing the employee parking program?

What is the main goal of the free and reduced rates?

To provide faculty and staff permit holders with lower and consistent parking cost options across the University.

Will I still need a parking permit for my car?

Yes. Employees must continue to maintain a parking permit and current vehicle registration. Vehicle registration helps Transportation and Logistics manage parking supply, demand, and safety across campus. To reduce administrative burden, free parking permits will now require renewal every five years instead of annually.

Which parking areas will become free?

The following employee parking areas will move to free permit-required parking:

  • Zone 3 North and South
  • Lot 1 – Crittenden
  • Lot 9 – Kendrick South
  • Lot 11 – Crittenden Evening
  • All off-site employee parking lots (see maps)
Are any parking permit rates being reduced?

Yes. Reduced permit rates will apply to select midrange parking options:

  • Lot 2 – Lattimore: reduced from $919 to $519
  • Lot 12 – Crittenden: reduced from $919 to $519
  • Zone 2 North/South: reduced from $502 to $302
Will any parking rates increase?

No. The majority of employees who park in permit-required lots will see a reduction or elimination of parking costs. Rates for specified close-in lots and all garages will remain the same.

No. Rates for specified premium, close-in lots and all garages will remain the same.

How does this update affect Eastman employees who park in East End Garage?

Employees who park in the East End Garage already receive a University-subsidized parking rate, and rates will not increase in FY 2027.

Permit Information and Timing
When will the new parking rates and changes take effect?

The new parking rates and no-charge parking changes will take effect on July 1, 2026, with the start of the new fiscal year. Employees who have already received parking renewal information do not need to take any additional action. Updated rates and any applicable changes will be applied automatically and reflected in the first full pay-period in July.

Do employees with active permits need to fill out any forms for the new pricing to apply?

No. Any changes to parking payroll deductions or permit pricing will be applied automatically. Employees do not need to submit forms or take additional action for the new rates to take effect.

Will there be a change period for employees to switch lots or permits?

There will not be a formal change period. Parking lot changes will be paused for six months following the July 1, 2026 program start date. Employees may request to switch lots beginning on January 4, 2027. Given existing parking capacity constraints, we must continue to manage the high demand and inventory of lots.

Parking Availability and Lot Management
Will these changes increase demand in free permit lots?

Some shift in demand is expected. To manage this:

  • Mid-range permit rates have been reduced to provide low-cost alternatives

This approach promotes efficient use of available parking while maintaining access across locations.

What happens if free permit-requried lots fill up at the Medical Center?

Overflow parking at the Medical Center will continue to follow existing overflow procedures. Employees can view overflow locations on the Parking website.

How are parking assignments determined?

Parking assignments are based on a variety of operational and space availability factors, including lot capacity, permit demand, proximity, and the need to balance access across the Medical Center and River Campus. Transportation and Logistics manages parking assignments to make the most effective and fair use of available parking resources.

Are there waitlists for free or premium parking lots?

Yes, most lots have active waitlists that you may join through the Parking website. Beginning January 4, 2027, employees may switch to any lot that does not have a waitlist.

Is parking still limited in some areas?

Yes. While these changes improve affordability, parking demand may still be higher in some locations and times of day. We will continue to manage limited space as responsibly and fairly as possible.

Will there be additional changes in the future?

Parking needs and employee feedback will continue to be evaluated. This program represents a significant step forward, and adjustments may occur as campus needs, demand, and available resources evolve.

Residential and student parking
Do the free and reduced rates apply to students?

No. This program applies only to employees. Student transportation and parking remain the same.

I live in Goler House, University Park, or Whipple Park. Do I get free parking?

No. These locations are designated residential parking areas. Residents must still purchase a residential parking permit and register their vehicle in accordance with existing residential parking policies.
